Every company, whether trading or not, is obliged to file an annual return (Form B1) with the Companies Registration Office (CRO) once at least in every calendar year. Financial statements (accounts) must generally be filed with the annual return; these financial statements are currently filed in paper form or as .PDF documents and there is no facility for filing in digitised format. The CRO does not digitise the financial statements; instead, these are copied and made available to clients on a commercial basis as .TIF and .PDF files. Bulk data customers of the CRO can obtain scanned images of the financial statements in bulk from the CRO. The CSO has for a number of years contracted with commercial intermediaries to provide, in digitised form, company financial statements filed with the CRO. The current such contract will expire in July 2016. The value of the current contract is €30,000 excl. VAT, covering a three-year period (i.e., €10,000 excl. VAT per annum). In 2015, the average number of company filings (records) received by the CSO per quarter was 37,500. The CSO now wishes to contract for a three-year period, with the possibility of two one-year extensions, beginning in 2016 for the provision, in digitised form, of company financial statements filed with the CRO.
