Tenders are invited on a fixed price lump sum basis for the above project comprising the following:

 

 

 

  • Roof membrane replacement to full existing flat roof and lower and upper levels and associated works and installation of new roof lights to the corridors.

      Important notice:

      Tenderers are required to rear the DoES Suitability Declaration for Small Works carefully and to make sure that they meet the minimum standards stated therein. Tenderers who do not meet those requirements should not submit a tender as they will be excluded at award stage. All Tenderers are liable for their own costs of tendering.

       

      Tenderers should note also:

       

 

  1. Project Supervisor for construction stage (PSCS)

 

The Client intends that the firm appointed as main contractor for the construction works shall also undertake the duties of Project Supervisor for Construction Stage of the project.

 

 

 

  1. Tenderers

 

The tenderer is obliged to examine and familiarise his/her self with the site and the information supplied regarding the nature and extent of the proposed works, so as to be satisfied as to what is required to be done to fulfil the duties of the PSCS and also what measures are required to be taken to meet the requirements of both the contract and also the regulations in the execution of the works. All costs arising in respect of these matters are to be included in the tender figure. The client will not be liable for any such costs which are reasonably foreseeable or inferred and which are not so included.

 

It should be noted that where the contractor or any sub-contractor carries out any design (as defined in the regulations) the duties set out in article 5 apply.

 

 

 

  1. The Contractor

 

The contractor shall make provision in his tender for the following specific items:

 

  • Contractors will be requested to furnish a BOQ reflecting the works to be carried out in their entirety. The BOQ will be commissioned by the contractor and will reflect the works outlined on the drawings furnished by Doherty Finegan Kelly Engineers. The Elemental Breakdown of Tender is required to aid in the comparison of tenders.

  • Contractor should read the Project Particulars document to familiarise themselves with the site restrictions, traffic management, Health & Safety requirements and Forms of Contract.

  • The following documents are to be provided by the contractor prior to award of contract:

    1. Confirmation of insurance including Employer’s Liability, Public Liability.

    2. All Risks Insurance & Roofer’s Insurance.

    3. Tax Clearance Certificate & confirmation that all Tax Affairs are in order by their accountant.

    4. Confirmation of Turnover for the previous 3 years and confirmation from a bank that funding is in place to fulfil contractual obligations of this contract by the their bank.

    5. Membership of CWPS.

    6. Programme of Works.

    7. Resources being made available for the works and CV’s/Safe pass details.

    8. Site organisation layout.

       

      Documents vi –viii inclusive when deemed acceptable by the employer’s representative shall form part of the contract documents

       

      All materials shall be of verifiable best quality and suitable for their intended application, and installed strictly in accordance with manufacturer’s instructions. The Contractor shall include for all items scheduled below, together with all items that might  reasonably be inferred of deduced as necessary from these descriptions, by a qualified and competent Contractor, experienced in this type of work.  "Or Equivalent" in relation to material's proposed for substitution means - that a product meeting the standard of the named product in all respects is acceptable (without prior approval) and that the onus is on the contractor to ensure that the material meets the standards required.  Such proof of compliance may include tests, Agreement Certificates, Insurance backed guarantees, or other means of proof of compliance.

       

       

       

       

      Insurances

      Employers Liability      €13,000,000.00

      Public Liability                         €  6,500,000.00

      Contractor’s All Risk   €  1,000,000.00

      Roofer’s Insurance      € TBC, submit existing roofer's insurance with tenders return documents.

       

      Retention

      9% reduced to 4.5% upon substantial completion (PC).

       

      Certification

      Monthly interim Certification for 90% of the value of Works completed and materials delivered to the Site with title vested in the Employer to the Employer’s satisfaction. Receipt within 5 working days, honouring within 10 working days.

       

      Bond

      A performance bond maybe required subject to prices receives, as required for all projects over €500,000 Contract Value. The amount of the performance bond shall be the Percentage of the estimated Contract sum up to certification of Substantial Completion of the Works, and 50% of that amount for the subsequent period stated in the form of bond in the Works Requirements.

 

  • The relevant Percentages for this project subject to price will be 12.5% and 6.25%

  • The subsequent period stated should be 450 days.

     

    Defects Period

    12 months from Practical Completion (PC) of all the works.

     

    Form of Contract

    PW-CF5, v.1.9, 27/06/2014, Public Works Contract for Minor Building & Civil Engineering Works designed by The Employer, or PW-CF6, v.1.8, 27/06/2014 Short Public Works Contract. (Subject to final costs submitted).

     

    Award of Contract

    The Employers do not bind themselves to accept the lowest or any tender.

    The tender submitted by the contractor shall remain open for a period of 180 calendar days from the date of receipt of tender.

     

    The award of contract will be in accordance with the Invitation to Tender (ITT) - Section 9.1 and Award Criteria set out in the particulars of the ITT.

     

 

  1. Program

 

Tenderers shall be appointed Late January 2016 with a completion date as agreed.

 

 

 

* Observations in relation to the program of works and the above dates for start and completion should be made at time of tendering. Any over-run of the intended and agreed date for completion shall result in an imposed loss to the contractor (min, €300 per day).

 

 

 

Contractor shall include programme dates for delivery of project with tender submission for consideration including methods of installation/application, method statement, plant/access provisions etc.

 

 

 

  1. Submission of Tender

 

Tenders to be submitted in hardcopy form only and should include, Form of Tender, Schedule of Works, Current Insurances (including Roofer’s Insurance), Tax Clearance Documentation and a full and detailed breakdown of costs and required documentation duly comp[leted in ink. Returned Tenders should be labelled “Tender – Coolmine Community School, c/o Mrs. Patricia McPhillips (Principal), Coolmine Community School, Grove Road, Clonsilla, Dublin 15 before Wednesday, 20th  January 2016, at 12 noon.

 

 

 

 

 

 

 

Should any doubt exist as to the meaning of  any clause, description or dimension in the Form of  Tender or as to anything shown or described in the Drawings, the Contactor should refer same in writing to the Engineer not later than two days before the latest date for lodgement of Tenders.

 

All such queries received, together with an official ruling on the points raised, will be circulated to all Contractors tendering.

 

 

 

Failure to comply with these requirements could render the tender null and void.

 

 

 

We hold the right to review the overall scope of the works subject to budgets.
