TENDER FOR THE SUPPLY OF LOOSE FURNITURE FOR

CARRIGTWOHILL COMMUNITY NATIONAL SCHOOL

 

Background

Cork Education and Training Board is a leading education provider in Cork City and County.  It has responsibility for a wide range of education and training in Cork, including Primary, Post-Primary, Further Education, Training, Adult and Community Education and Literacy and Numeracy.

 

Tender Details and Specifications

At this time, we are inviting tenders for the supply of school furniture at Carrigtwohill Community National School.   The Community National School, a second for Cork ETB, will open in temporary accommodation at Carrigtwohill GAA Grounds on 1st September, 2015.   We will initially require furniture for only one room as highlighted on Appendix 1 attached.   However, prefabricated classroom accommodation will be installed in November and we will at that stage require additional furniture for at least one classroom and a staffroom and with a possibility of three additional classrooms.    We are seeking tenders for the full proposal of four classrooms, staffroom and Principal’s office, but please note that not all furniture may be required immediately.

The initial furniture requirements must be delivered on Monday 24th August, 2015, so tenderers should only submit a tender if this deadline can be met.

 

All furniture must comply with Department of Education and Skills specification, in particular with Irish and European standards IS EN 1729 (Parts 1 and 2)  and  comply with the Code of Practice for Fire Safety of Furnishing and Fittings in Places of Assembly – Department of the Environment, 1989.

 

Please note that Cork ETB reserves the right to break down the tender.

 

Cost

Full costs should be detailed on Appendix 1 – Pricing Schedule.  All prices should be given in Euro and should be exclusive of VAT.   Prices must be all inclusive (i.e. including but not being limited to packaging, delivery, installation, removal and proper disposal of all packaging by the successful tenderer(s) and all other costs/expenses).

Tenderers must confirm that all prices quoted in the Tender will remain valid for 6 months commencing from the closing date for the receipt of tenders.

Tenders should note that cash on delivery payments will not be made.

 

Cork ETB will issue purchase order(s) to the successful tenderer(s).   Payment will be made on receipt of official invoice(s) when all items of furniture have been delivered and installed.

 

Financial Capacity

(a)   Evidence of overall turnover over the past three years:

Rule:  You must demonstrate a minimum average turnover of €100,000 for 2012-2014 accounts.   Please complete Appendix 3.  (If successful, you must have these figures confirmed by your auditor).

(b)   Evidence of Insurance:

Rule:  You must provide evidence of insurances as outlined in Appendix 3.

(c)    Tax Clearance Certificate:

Rule:  You must provide evidence that your company has an up to date tax clearance certificate.

 

Technical Capacity

(a)   Certificates of Compliance/Testing:

Rule:  Please note that upon request you must be able to provide certificates of compliance/test certificates to the appropriate standards of IS/EN/BS for each item of furniture you have tendered for.  You must complete the declaration in Appendix 7.

(b)   Details of three previous contracts:

Rule:  You must give details of three (3) previous contracts undertaken in the last five years which are of a similar nature and size including details of client  names, description of contract, contract values etc.  Please provide all details required in Appendix 8.

(c)    Returns Policy / Warranty:

Rule:  You must provide full details of your policy regarding returns where items that are delivered may have been damaged and/or faulty, in addition you must provide details of what level of warranty / guarantee you provide for each item of equipment you are tendering for, indicating the duration in years.  Please complete Appendix 9 for warranty details.   For your information, the Department of Education and Skills specifies a minimum of 6 years warranty on Student Chairs and Stools and 10 years on all other items, subject to normal wear and tear.

 

Declarations

 

Please note that all Appendices must be completed and submitted as part of your tender.

Failure to provide the information and meet the rules specified above will result in your tender not being considered.

 

Freedom of Information

 

Cork ETB is subject to the provisions of the Freedom of Information Acts 1997, 2003 and 2014, and any/all amendments thereto, and as a result, candidates should identify clearly any aspects of their completed Tender Document which contains information that is confidential in nature.  In such cases, the relevant material may, subject to the provisions of the Acts, be protected from access in response to a request made under the Acts.

 

Conflicts of Interest

 

Any conflicts of interest involving a tenderer must be fully disclosed to Cork ETB, particularly where there is a conflict of interest in relation to any recommendations or proposals put forward by a tenderer.  

Any registerable interest involving a tenderer and the members of Cork ETB or employees of Cork ETB or their relatives, must be fully disclosed in any proposal submitted, or in the event that such information is not available at the time of submission of proposals, should be communicated to Cork ETB immediately upon such information becoming known to the tenderer.  In any case, such information must be made available to Cork ETB prior to the award of the contract.  Failure to disclose an interest may disqualify a tenderer or invalidate an award of contract, depending on when the conflict of interest comes to light.

Tender Evaluation

Cork ETB may require, as part of the evaluation of tenders for the purposes of quality and aesthetics, samples of the furniture to be viewed at the school.   Tenderers will be required to bear their own costs in respect of the delivery and collection of such samples.   Cork Education and Training Board reserve the right to invite some or no Tenderers to supply samples of furniture.  

 

Standstill Period

Due to the urgent nature of this tender, there will be no standstill period and Cork ETB will not be in a position to offer individual debriefing to unsuccessful tenderers.

 

Cork ETB reserves the right not to award this Tender.
