HRB 2015 SYS ADMIN GEMS - Systems Administrator for the HRB’s Grants’ Management System (GEMS)

The Health Research Board (HRB) wishes to invite tenders by open competition. The purpose of this tender is to invite applications to procure a service providing a highly qualified Systems Administrator to assist with our new online grant management software solution, GEMS, to meet the business needs of the organisation. The following functions are a sample of what role is to fulfil - further details in RFT: • Supports the day-to-day use of the system and provides direct assistance and mentoring to staff where required; • Liaises with GEMS owner and software development company (CCT) on all refreshes of data and code as required to UAT/Training and LIVE environments; • Creates, changes, and deletes user accounts and manages permissions; • Defines and monitors procedures for modifying the new grant management system; • Tests any new updates or changes to the system and defines and monitors an approval process for all system changes; • Ensures all required user and system documentation for the grant management system is accurate and complete; • Ensures the availability and quality of user training and related materials, reliability and the help desk facility and other technical support processes. • Investigates requests, incidents and problems on the system. Escalates issues to appropriate areas. Investigates and troubleshoot issues and communicates appropriately to internal and external customers. • Provides data and reports on trends on helpdesk issues, requests and incidents; • Responsible for putting in place enhanced reporting structures for early identification of system faults to minimise impact on business; • Keeps internal staff updated on all changes; • Researches and recommends new improvements or enhancement to system; • Ensures and monitors the availability, reliability and security and auditability of the grant management system;
