Re : Restricted Procedure: Pre-qualification of Contractors for Building Works
at St. Catherine’s National School, Aughrim, Co. Galway (Roll No. 17613E)
Dear Sirs;
You are hereby invited to submit a completed Suitability Assessment Questionnaire (SAQ) to select suitably qualified main contractors for inclusion on the approved short list of eight (8) applicants for the alteration and extension works to St. Catherine’s National School, Aughrim, Co. Galway.
The works include the demolition of the existing prefabricated classroom units, the upgrade and low-energy retrofit of the existing St. Catherine’s National School, the construction of a single-storey four classroom extension to the “Nearly Zero Energy Building” (nZEB) standard and associated site works. This project is a research strand in the Department of Education & Skills Energy Research and Demonstration Programme.
All submissions shall be made in writing and submitted by hand or by registered post (not by email), and returned to the Department of Education & Skills, Portlaoise Road, Tullamore, Co. Offaly, and clearly marked “St. Catherine’s National School Suitability Assessment Submission” not later than 12:00 noon on Monday 5th October 2015 (as per contract notice) for the attention of the undersigned. Submissions sent to any other address will be deemed invalid.
All applicants are asked to read;
a. The Outline Scope of Works for St. Catherine’s N.S. (attached).
b. DTP-2012 Procurement of Contractors, 1st Edition, March 2012; Revision June 2013 (ref. www.education.ie).
c. Additional Notes on Qualitative Assessment for nZEB Projects (attached).
d. Project Information Sheet (attached).
e. Suitability Assessment Questionnaire and Declaration for nZEB Projects (attached).
Please note that additional marks will be awarded for demonstration of experience with regard to low-energy building construction as outlined in c. “Additional Notes on Qualitative Assessment for nZEB Projects” and e. “Suitability Assessment Questionnaire and Declaration for nZEB Projects”.
The average turnover for the previous three years €2,250,000
Applicants should submit their tender in a sealed envelope. This envelope must contain;
1. The completed and signed form “Suitability Assessment Questionnaire and Declaration for nZEB Projects” along with the required information as stated in the form
2. A stamped self-addressed A4 envelope (for feedback).
The documents attached to this contract notice have been specifically adapted for this project and only these documents should be used in the Suitability Assessment submission. The standard documents on the Department’s website should not be used.
The signature on the “Suitability Assessment Questionnaire and Declaration for nZEB Projects” document must be that of a Principal or Director of the firm.
It is intended to progress to tender stage of this restricted procedure as soon as practicable after the return of Suitability Assessment Questionnaires.
