PHA 2014/DAS/006 - Tender for Targeted Prevention Services for young people

The Public Health Agency wishes to Tender for a Targeted Prevention Service for young people. The Tender is divided into five separate Lots as follows:- • Lot 1: Development of age appropriate life-skills and harm reduction programmes for use with vulnerable young people using, or at-risk of using, substances. And delivery of services in • Lot 2: Belfast and South Eastern HSCT Areas • Lot 3: Southern HSCT Area • Lot 4: Western HSCT Area • Lot 5: Northern HSCT Area The PHA intends to appoint one organisation to provide services in each Lot. A Tenderer may bid for one or more Lots. A Tenderer may submit a tender for any Lot in its own right or participate in a Tender as a member of a consortium or in a sub-contracting arrangement. However, a Tenderer may only be party to one Tender per Lot. I.e. a Tenderer cannot submit a Tender for an individual Lot as a single organisation and also participate as a member of a consortium and / or a sub-contracting arrangement in a Tender for the same Lot. The PHA will appoint one Tenderer to Lot 1. The PHA will award a maximum of two of lots 2 to 5 to any one Tenderer subject to the proviso below. In the event that a Tenderer is successful in more than two of these Lots the PHA will award the Lots based on the Tenderer’s preference provided in the Tender Questionnaire. The PHA reserves the right at its sole discretion to award more than two Lots to any one Tenderer where there is only one valid tender for a Lot and not awarding a Lot to a Tenderer would result in no contract being awarded for that Lot. The PHA is keen to derive additional benefits from the procurement of these services therefore a number of Performance Indicators and Social Clauses are attached to these contracts.
