DCC: Corporate Services - Installation of up to 160kW of Photovoltaic panels and associated works in up to 6 Dublin City Council Public Buildings

Suitability assessment for Works Contractor, as PSCS, as Designer and as PSDP: Dublin City Council invites expressions of interest from Energy Services Companies (ESCos) interested in tendering for the design and installation of PV panels across a number of its public buildings. The procurment process used is the restricted procdure under the Capital Works Management Framework (CWMF) structure. The form of contract to be used is PW-CF6 short works contract. The aim of the project is to minimise the base load electricity consumption in each of the selected buildings seeking to eliminate 10% to 20% of the total annual electricity units of a building. The Contracting Authority proposes to require the contractor to complete the following tasks under this contract: • Design the installation of PV systems (8kW up to 90kW) on up to 6 Local Authority buildings in Dublin City • Construct the installation. • Potentially complete the part 8 application documents (will be confirmed at ITT stage) • Liaise with the ESB and Apply for any consents required from ESB networks, CER and any other regulatory consents associated with micro generation • Fulfil the role of PSDP and PSCS. • Complete a Preliminary health and safety plan for the installation on one of the buildings at ITT stage. • Identify manufacturer and make/ model and specifications of all major components and fixings at ITT stage. • Fully detail the expected yield using a recognised simulation software package and manufacturers warranted data. (Full detail will be included in the specification in the ITT). • Complete a detailed design of at least 1 building for ITT stage. • Complete a summary design of all other buildings that will include a description and sizing of the install, location of inverters etc. at ITT stage, with a full design after appointment.
