2014/25 - Provision of Expert Advice on bus market opening

Proposals have been published by the National Transport Authority for a direct award Public Service Contract with Dublin Bus from December 2014. In December 2014, a five year contract will be awarded to Dublin Bus for 90% of the network while a two year contract will be awarded for the remaining 10% of the network. A public tender competition process will commence in 2014/2015 for the 10% of the network, comprised mainly of orbital and local services, for commencement in operation by December 2016. Dublin Bus may submit tenders for these services. . These proposals may be viewed in detail at www.nationaltransport.ie Expert advice is sought in the following areas; 1. Public Service Obligation Contracts 2. Financial analysis 3. Tender bid preparation 4. Transition arrangements 5. Any other issues that arise in a market opening context. It is essential that bidders have proven experience of active participation in similar scenarios to those proposed for Dublin. It is expected that the duration of the work will be in the order of 30 days , from June to December 2014
