Summary of Requirements

The HSE invites expressions of interest via the PQQ from Energy Service companies (ESCOs) interested in tendering for the following services:

·        finance, design, build, supply fuel, operate and maintain wood fuelled boilers at RoscommonCountyHospital and the Sacred Heart Hospital Roscommon

·        finance, design, build, supply fuel, operate and maintain a wood fuelled boiler and energy retrofits in a nursing home comprising a swimming pool, public areas and housing units at Aras Attracta, Swinford, Co. Mayo.

The intended contractual arrangements will be a Local Energy Supply Contract(s) including Retrofit Upgrades (at Aras Attracta) as appropriate to the sites and will be supplied by a single ESCO.


This project is an Exemplar Project under the National Energy Services Framework and will be guided by the project development process as set out in the Energy Performance Contracts (EPCs) Handbook and Local Energy Supply Contract (LESC) documentation issued by the Sustainable Energy Authority of Ireland (SEAI).

 

Roscommon County Hospital and Sacred Heart Hospital - Local Energy Supply Contract (s) (LESC):

The project comprises the installation of wood fuelled boilers at RoscommonCountyHospital and at the SacredHeartHospital in Roscommon.  It is envisaged that these boilers are likely to be fuelled by wood pellet due to the constraints of the location. It is also envisaged that the wood fuelled systems will provide a substantial portion of the load of the hospitals (estimated at ca. 75%).  The installation of these units is expected to significantly reduce the on-going operating costs of providing heat and reducing the carbon emissions associated with the facilities. 

In the case of RoscommonHospital the boiler will be located in a containerised unit completed with fuel store of sufficient capacity to run the boilers for at least one week without deliveries.  It will be located adjacent to the existing boiler house.  The unit will be tied into the existing hot water systems at the boiler house and appropriate controls provided to optimise the use of the wood fuelled boiler.  The existing oil fired boilers will be retained and used to provide top up capacity and full back up to the wood fuelled system as required.  

In the case of the SacredHeartHospital the boiler will be located in an existing boiler house and the wood fuel store will be located in an adjacent room subject to further detailed engineering assessment. The unit will be tied into the existing hot water systems at the boiler house and appropriate controls provided to optimise the use of the wood fuelled boiler.  The existing oil fired boilers will be retained and used to provide top up capacity and full back up to the wood fuelled system as required.

The project at Roscommon County Hospital and Sacred Heart Hospital will include the installation of heat meters to measure the heat being transferred to the hospital from the wood fuelled system as well as all necessary controls to ensure the hospital operations personnel can monitor the performance of the wood fuelled system via the existing Building Energy Management System and react to any service interruption as appropriate


Aras Attracta, Swinford, Co. Mayo - Local Energy Supply Contract (LESC) and Retrofit Upgrades.

The project comprises the installation of wood fuelled boiler at the central boiler house at Aras Attracta.  A location exists to install this boiler adjacent to the existing oil fired boilers on the site.  There is adequate space to install either wood pellet or wood chip fuelled systems and HSE is prepared to consider either option as part of this project.  It is also envisaged that the wood fuelled system will provide a substantial portion of the load of the site (estimated at ca. 75%).  The installation of these units is expected to significantly reduce the on-going operating costs of providing heat and reducing the carbon emissions associated with the facilities.

The project also includes some energy saving retrofits at Aras Attracta which will be funded by savings generated by the fuel conversion. The retrofits at this site include upgrading of the insulation and building fabric in the self- contained units and the public areas, the improvement of the heating controls on the site, the replacement of the heat recovery system in the swimming pool and the installation of a pool cover on the main swimming pool. It is also envisaged that the current lighting systems on the site will be upgraded to reduce the energy consumption associated with all forms of lighting on the site.

Technical File and Baseline Data: A substantial amount of data exists relating to fuel deliveries and consumption in the RoscommonHospital site and fuel deliveries in the SacredHeartHospital and Aras Attracta sites as well as electricity consumption data for all three sites.  The fuel metering systems at the SacredHeartHospital and Aras Attracta have recently been upgraded and therefore only recent energy consumption data will be available for these locations.  All available information will be provided to successful candidates in the ‘Technical File and Baseline Data’ at the commencement of the Competitive Dialogue stage.


Note; Both Locations are offered as a Single Lot
