The Valuation Office has a manuscript archive containing rateable valuation details of all property in the state from the mid 1850s until the early 1990s. This archive is recognised as a census substitute for the period from the 1850s to 1901. It is the intention of the Valuation Office to preserve this unique resource by having the documents scanned to digital images and to have those images made available for public access. Following the successful completion of a limited digitisation exercise it is now considered that the digitisation of the remaining books may be undertaken. Tenders are invited from interested parties to participate in a framework agreement. The purpose of the framework agreement is to identify a sole supplier for the scanning of approximately 4,700 volumes of the records of those counties not yet digitised. The number of images involved is estimated at 1,600,000. It is intended to complete the exercise in four parts over a period of four years. The agreement and contract(s) are subject to the availability of funding for all or part of the project.

The framework agreement will have a maximum potential duration of four years, subject to the continued successful operation of the framework, and to the availability of funding. The agreement will be reviewed annually regarding performance, value for money and continuing strategic relevance. The digitisation of the records will be completed in four parts over the four year period. A separate contract document will be agreed and signed by both parties for each part.
