FOR THE PROVISION OF MARKETING COMMUNICATIONS SERVICES TO HORSE RACING IRELAND AND SUBSIDIARIES
Horse Racing Ireland (HRI) was established by the Irish Government under the Horse and Greyhound Racing Act 2001. It is a commercial semi-state body that took over the functions previously carried out by the Irish Horse Racing Authority and is responsible for the promotion, development and administration of Irish horse racing. HRI subsidiaries include Irish Thoroughbred Marketing Ltd. (ITM), Tote Ireland Ltd. and the HRI Racecourse Division. HRI Headquarters are located in Ballymany, Newbridge, Co Kildare.
· Irish Thoroughbred Marketing was established to promote Ireland worldwide as a premier source of thoroughbred horses.
· HRI Racecourse Division owns and operates Leopardstown, Navan, Tipperary and Fairyhouse Racecourses.
HRI and Subsidiaries are now seeking expressions of interest from suitably qualified service providers for the provision of marketing communication services to HRI and Subsidiaries. The services will be supplied to the different Marketing and Communications Departments within the organisation in support of their promotion of horse racing in Ireland and development of the public image of horse racing both nationally and internationally. While the requirements of HRI’s Marketing Department will constitute the substantial majority of work awarded under this framework agreement, the agreement may also be utilised to varying extents by HRI’s Subsidiaries as mentioned above.
The attached document provides an outline of HRI Marketing Department’s key objectives and requirements that should be considered in the response.
· Failure to submit detailed responses to each of the pre-qualification requirements may result in the submission not being qualified to advance to the next stage of the process.
· Without prejudice to the principle of equal treatment, the contracting authority is not obliged to engage in a clarification process in respect of questionnaires with missing or incomplete information. Therefore, candidates are advised to ensure that they return FULLY COMPLETED questionnaires in order to avoid the risk of elimination from the competition.
· Responses should be concise and should address the requirements of the Pre-Qualification in the same format and sequence as they appear in the attached document.
· The Contracting Authority will not be responsible for costs, charges or expenses incurred by candidates or tenderers involved in this contract award process.
· Contract award may be subject to approval by competent authorities.

· Emailed or late submissions / tenders will not be accepted.
· No commitment of any kind, contractual or otherwise shall exist unless and until a formal written contract has been executed by or on behalf of the contracting authority. Any notification of preferred bidder status by the contracting authority shall not give rise to any enforceable rights by the tenderer. The contracting authority may cancel this public procurement process at any time prior to a formal written contract being executed by or on behalf of the contracting authority. The contracting authority does not bind itself to accept the lowest priced or any tender.
· The supply of services under this notice will be governed by standard Terms and Conditions of Horse Racing Ireland.
