Financial Analysis Panel 2014

Iarnród Éireann (IÉ) is currently engaged in a number of initiatives and activities which together will focus the business on its strategic objectives and aim to increase the efficiency and effectiveness of the business’ delivery, whilst maintaining the performance of the railway system and the quality of the service provided to its customers In 2012 IÉ was involved in two benchmarking exercises with other European railways to compare operating costs, performance and revenues, and also rolling stock maintenance As part of these benchmarking activities, three internal workshops were held by IÉ to identify opportunities to improve the performance of the railway, simplify and improve processes, increase effectiveness and to reduce the costs of the IÉ business. These focused on: • Train Operations • Infrastructure Management • Asset Management During 2014, IÉ plans to develop this benchmarking analysis further. To support this, IÉ intends to put in place a Panel of service providers from which assistance may be sought in a number of specific areas: (1) Development of a robust Route Profitability Analysis and ongoing monitoring regime. (2) Development of an Implementation Programme to ensure the corporate objectives as set out in its 5 Year Business Plan is achieved. (3) Identification of specific areas in which to drive further Cost Efficiencies. As this is a Panel the deadline for Pre-Qualification Submissions remains open until 4th December 2014, however it is anticipated that the first tender to be issued to the Panel members will occur by mid to late December 2013. The attached Pre Qualification Document contains greater detail of both the requirement and the process. To be considered for inclusion in the panel, interested applicants must complete the attached pre-qualification questionnaire and sucessfully meet all the minimum criteria set out in that document.
