General Description

Enniscorthy Sewerage Scheme Phase 3 Contract 1: WWTP Upgrade DBO Contract (which is covered by these Pre-qualification documents) involves the following:

- Refurbishment, upgrade, expansion and construction on a Design Build and Operate basis, of the existing Enniscorthy WWTP.

- Refurbishment and taking in charge of the existing infrastructure at St Johns Pumping Station, Promenade Pumping Station and the respective rising/gravity mains to the Enniscorthy WWTP. 

This DBO contract also includes the operation and maintenance of these facilities during the design build period and to the end of the contract period of 20 years after the completion of the construction phase of the infrastructure.

The Enniscorthy Sewerage Scheme Phase 3 - Contract 1: WWTP Upgrade DBO Contract includes for the following:

Design Build Works

- The upgrade of the existing Enniscorthy Waste Water Treatment Plant (WWTP) from existing 16,000 Population Equivalent (PE) to 30,000 PE.

- Provision of Nitrogen and Phosphorus reduction facilities.

- Provision of Sludge reception, handling and dewatering facilities.

- The upgrade of the existing St Johns Pumping Station (PS) including new 450mm diameter overflow pipe from PS to the River Slaney.

- The upgrade of the existing Promenade Pumping Station.

- Review and upgrading of existing infrastructure. 

- Provision of Instrumentation and telemetry, SCADA, metering and sampling equipment. 

Operation and maintenance Works

The Enniscorthy Sewerage Scheme Phase 3 - Contract 1 WWTP Upgrade also includes Operation and Maintenance works as follows:-

- The interim operation and maintenance of the existing WWTP facilities for the duration of the Design Build Works. This interim operation and maintenance shall also include the St Johns Pumping Station and Promenade Pumping Station during the Design Build Works.

- Operation and maintenance of the completed facilities at the WWTP , St. Johns Pumping Station  and Promendade Pumping Station from the completion of the Design Build Works for a 20 year Operation Service Period. 

 

Total quantity or scope(including all lots and options, if applicable)

Refurbishment, upgrade, expansion and construction on a Design Build and Operate basis, of the existing Enniscorthy WWTP from a existing PE of 16,000 to a PE of 30,000.

Refurbishment and taking in charge of the existing infrastructure at St Johns Pumping Station, Promenade Pumping Station and the respective rising/gravity mains to the Enniscorthy WWTP. 

This DBO contract also includes the operation and maintenance of these facilities during the design build period and to the end of the contract period of 20 years after the completion of the construction phase of the infrastructure.

Additional information(if applicable)

·                The minimum number of candidates invited to tender will be five (5) provided that there are a sufficient number of suitable applicants.

·                The acceptance of any Tender will be subject to the presentation of a performance bond, professional indemnity insurance, evidence that the tenderer is operating the Construction Industry Federation Pension/ Sick Pay Scheme or similar and a

          Tax Clearance Certificate or a Sub Contractor's C2 Certificate within the specified period. In the case of a non-resident tenderer a statement from the Revenue Commissioners in lieu of a Tax Clearance Certificate will be required as to the suitability

          of the Tenderer, on tax grounds, to be awarded the contract.

·                Sealed pre-qualification submissions endorsed "Tender pre-qualification submission – Enniscorthy sewerage scheme Phase 3 – contract 1 WWTP Upgrade – DBO contract" must be lodged with the County Secretary by the time stated in this notice in IV.3.3. Submissions by email or fax are not acceptable.

·                Wexford County Council is subject to the provisions of the Freedom of Information (FOI) Act. If an applicant considers that any of the information to be supplied is either commercially sensitive or confidential in nature, this should be highlighted and

         the reasons for its sensitivity specified. In such cases, the relevant material will, in response to FOI requests, be examined in the light of the exemptions provided for the FOI Act.
