Provision of Music Agency Services to Leopardstown Club

 

Leopardstown Racecourse is one of four racecourses owned and managed by Horse Racing Ireland (HRI) and is the only racecourse in Dublin, located 6 miles south of the city centre in Sandyford. It stages approximately 23 race meetings throughout the year. These include the Christmas Festival, Hennessy Gold Cup, Irish Champion Stakes and a series of evening meetings throughout the summer months henceforward referred to as Summer Series.

The racecourse expects attendances of approximately 150,000 across the 23 race meetings in 2013.

 

Attached is an Invitation to Tender (ITT) for the provision of Music Agency Services to Leopardstown Club. The competitive process is being conducted under an EU Open procedure, a one stage process, involving 3 distinct stages: pass/fail; pre-qualification and award. While all interested parties may submit a tender, only those tenderers who satisfy the pass/fail and pre-qualification criteria described in the Pre-Qualification Process in Section 3 will be eligible for assessment against the award criteria.

The attached document provides a detailed description of Leopardstown Club requirements. The contract will be awarded as a single party framework.

 

 

·      Failure to submit detailed responses to each of the pre-qualification requirements may result in the submission not being qualified for detailed evaluation and application of the award criteria.

·      Without prejudice to the principle of equal treatment, the contracting authority is not obliged to engage in a clarification process in respect of questionnaires with missing or incomplete information. Therefore, candidates are advised to ensure that they return FULLY COMPLETED questionnaires in order to avoid the risk of elimination from the competition.

·      Responses should be concise and should address the requirements of the ITT in the same format and sequence as they appear in the attached documents

·      The Contracting Authority will not be responsible for costs, charges or expenses incurred by candidates or tenderers involved in this contract award process.

·      Contract award may be subject to satisfactory performance at interview and may be subject to approval by competent authorities.

·      Emailed or late submissions / tenders will not be accepted.

·      No commitment of any kind, contractual or otherwise shall exist unless and until a formal written contract has been executed by or on behalf of the contracting authority.  Any notification of preferred bidder status by the contracting authority shall not give rise to any enforceable rights by the tenderer. The contracting authority may cancel this public procurement process at any time prior to a formal written contract being executed by or on behalf of the contracting authority. The contracting authority does not bind itself to accept the lowest priced or any tender.

·      The supply of services under this notice will be governed by standard Terms and Conditions of Horse Racing Ireland and its Subsidiaries.

·      Horse Racing Ireland and its Subsidiaries are covered by the Freedom of Information Act 1997 as amended.
