BE/SE/09/07/2013 - The Provision of Employee Well Being Programme for Bus Eireann and Dublin Bus

The purpose of this Pre-Qualification Questionnaire is to obtain sufficient information to enable the Contracting Authorities to evaluate the suitability of applicants with the necessary resources and capacity to achieve the contract objectives. This will be a negotiated procedure. It is the intention of the Contracting Authorities to award this contract to one supplier. If this is not feasible the contract may be awarded to more than one supplier. Locations under this contract will consist of counties Dublin Waterford, Rosslare, Cork, Tralee, Limerick, Athlone, Kildare, Galway, Westport, Sligo, Ballina, Longford, Drogheda, Dundalk, Stranorlar and Letterkenny The Contracting Authorities proposes awarding a contract over a 3 year period with the right to extend this contract for a further period/s of up to 24 months. The Employment Assistance Programme (“EWP”) service is for the provision of a confidential counselling service for Bus Éireann and Dublin Bus to help employees resolve personal and work related problems that may affect health, well being and performance at work. The successful tenderer must be able to provide a nationwide service. Methods of referral to the service can be self referral or by other means which will be mutually agreed by Bus Éireann, Dublin Bus and the successful tenderer(s). A 24/7 helpline will be established by the successful tenderer at its own cost, 365 days per year. Bus Éireann/Dublin Bus Employees will be provided face to face consultation sessions, as necessary, unless otherwise agreed in writing with Bus Éireann or Dublin Bus. All counsellors will be professionally qualified, certified and will meet the training and experience requirements of professional bodies, including, but not limited to, that of the Irish Association of Counselling and Psychotherapy.
