Horse Racing Ireland (HRI) established by the Irish Government under the Horse and Greyhound Racing Act 2001, is a commercial semi-state body which took over the functions previously carried out by the Irish Horse Racing Authority. HRI subsidiaries include Irish Thoroughbred Marketing Ltd (ITM), Tote Ireland Ltd and the HRI Racecourses Ltd. Leopardstown, Navan and Fairyhouse racecourses are three of the four racecourses owned and managed by the HRI Racecourses Ltd.
The attached documents are an Invitation to Tender (ITT) for the Provision of car parking services to Leopardstown, Fairyhouse and Navan racecourses. The requirement is divided into lots,
Lot 1 – Leopardstown Racecourse
Lot 2 – Fairyhouse and Navan racecourses
Candidates may apply for one or both lots. Lots may be awarded on an individual basis. Award of individual lots is not dependent on the award of all lots. The supporting documentation provides a detailed description of the two lots that are being considered.
· This is a two stage process within one. Candidates are required to satisfy the pre-qualification criteria in order for their tender to be eligible for evaluation under the Award Criteria.
· Failure to submit detailed responses to each of the pre-qualification requirements may result in the submission not being qualified for detailed evaluation and application of the award criteria.
· Based on the pre-qualification evaluation results it is envisaged that a minimum number of five (5) to a maximum number of eight (8) will progress to be assessed under the award criteria. If there is a natural break in the scoring between 5th and 8th place this may be used to reduce tenderers progressing to the next stage.
· Without prejudice to the principle of equal treatment, the contracting authority is not obliged to engage in a clarification process in respect of questionnaires with missing or incomplete information. Therefore, candidates are advised to ensure that they return FULLY COMPLETED questionnaires in order to avoid the risk of elimination from the competition.
· Responses should be concise and should address the requirements of the ITT in the same format and sequence as they appear in the attached documents
· The Contracting Authority will not be responsible for costs, charges or expenses incurred by candidates or tenderers involved in this contract award process.
· Contract award may be subject to satisfactory performance at interview and may be subject to approval by competent authorities.

· Emailed or late submissions / tenders will not be accepted.
· No commitment of any kind, contractual or otherwise shall exist unless and until a formal written contract has been executed by or on behalf of the contracting authority. Any notification of preferred bidder status by the contracting authority shall not give rise to any enforceable rights by the tenderer. The contracting authority may cancel this public procurement process at any time prior to a formal written contract being executed by or on behalf of the contracting authority. The contracting authority does not bind itself to accept the lowest priced or any tender.
· The supply of services under this notice will be governed by standard Terms and Conditions of Horse Racing Ireland.
