The Health Service Executive and organisations funded by the HSE invite tender proposals from suitably qualified companies who wish to participate in a competition for appointment to a Multi Supplier Framework Agreement for the provision and supply of E-Auction Services to the HSE and organisations funded by the HSE. This framework only relates to the provision of E-Auction Services as; Software as a Service (SaaS) model. This is not a framework for the purchases or implementation of E-Auction software.
The E-Auction Service must be capable of providing a E-Auction Service that covers all categories of goods and service that the HSE purchases. The E-Auction Service software must be functionally rich, off the shelf commercially available solution software platform. The E-Auction software solution to be provided as Software as a Service (SaaS), which is a software distribution model in which applications are hosted by a service provider and made available to HSE over Internet network. The contractor must comply with HSE policies in relation to ICT, Data Protection, FOI, etc
The HSE has identified the following type of E-Auction Service requirements
Lot 1; Technology and technical support with training and supplier support
Description of the Services.
The HSE is seeking to put in place a panel of E-Auction Service providers.
The HSE is not seeking a integrated electronic tender system, the HSE is only seeking the capability to conduct E-Auctions within the HSE’s tender processes.
The HSE will use it own tendering processes, and where a contract is to be awarded via an E-Auction, an E-Auction service provider will be used to conduct the auction only. An E-auction Service provider will be selected from the panel of E-Auction Service providers based on this framework.
The E-Auction Service provider must be capable of providing a E-Auction Service that is capable of covering all categories of goods and service that the HSE purchases. The E-Auction Service software must be functionally rich, off the shelf commercially available solution software platform. The E-Auction software solution to be provided as Software as a Service (SaaS), which is a software distribution model in which applications are hosted by a service provider and made available to HSE over Internet network. The contractor must comply with HSE policies in relation to ICT; Data Protection, FOI, etc and any other relevant operational policies
