The successful contractor will be required to: 1. Seize horses under the direction of the City Council in accordance with:- • Sections 33 and 37 of the Control of Horses Act,1996 and • Limerick City Council's Control of Horse Bye-laws 1998 and in conjunction with Gardaí. 2. Transport horses to a detention pound, which will meet the conditions prescribed by the City Council's Veterinary Officer. 3. Ascertain the condition of seized horse(s), any related welfare needs and arrange for veterinary care if necessary. 4. Fit microchip tags to seized horses, where required or record details of existing microchip tags as appropriate. 5. Enter into discussions for the release of seized horse(s), if sought by the owner, in accordance with the terms of the Act and with the authorisation of the City Council. 6. Enter into arrangements for disposal of seized horse(s) if unclaimed and, with the authorisation of the City Council. All income and expenditure must be receipted and recorded. 7. Maintain appropriate records and submit reports as required by the City Council. 8. Liaise directly with veterinary organisations and disposal companies, and claim payment on their behalf from the City Council. 9. Attend meetings of the Limerick City Horse Forum as required (approx 4 meetings per annum). 10.Maintain appropriate levels of security at all times. The successful contractor will demonstrate adequate insurance, record keeping and security measures. Note: This contract is subject to the continued availability of state and local government funding.

We wish to invite tender bids for the provision of horse control services within the city boundary: a “Control Area” as defined by the Control of Horses Act, 1996. The successful contractor will be required to liaise with the authorised representative(s) of Limerick City Council and the Gardaí. The contract is expected to commence on 1st February 2013 and will have a maximum duration of 18 months as Limerick City Council is due to merge with Limerick County Council from mid-2014.
