 Invitation to Tender for Civil and Structural Consultancy Services for Halla Mór at Desmond Hall & Great Hall, Newcastle West, Co Limerick

To whom it concerns,

The Commissioners of Public Works in Ireland propose to repair and refurbish Halla Mór, including fabric repairs and re-roofing of the existing structure. The proposed design is to include a civic / community use and art gallery space.  The proposed design is to also include internal / external lighting and all associated M&E services (as set out in the Definitive Project Brief).

You are hereby invited to prepare and submit a tender for the provision of Civil and Structural Engineering Consultancy Services in accordance with the attached documentation.  The following documents are enclosed:

  1. Invitation Letter
  2. Instruction to Tenderers
  3. Form of Tender & Schedule
  4. Suitability Assessment Questionnaires QC2 Part 1 and Part 2 and relevant Appendices
  5. Conditions of Engagement for Consultancy Services (Technical)
  6. Model Forms 2.1, 2.4, 2.7, 2.8 and 2.9
  7. Other documents for information purposes

The tenderer must contact OPW through eTenders to arrange a site visit and inspection of the site.  The site visit is compulsory.  Tenders received from firms who have not visited the site will not be evaluated.

In relation to site visit, the following is important:

  • No questions concerning the project should be asked on site. The Tenderer must submit questions via the e-tenders website.
  • Tenderers visiting the site must bring photographic identification on the date of their visit.
  • PPE will be required on site.

The closing date for receipt of tenders by electronic submission to the eTenders tender box is 26th May 2023 @12:00 noon.

The completed Tender and accompanying details must be submitted to the eTenders tender box by the above stated time and date. Tenders received after such time and date shall be rejected as will incomplete documentation. Time is of the essence in this regard. 

The following completed documentation must be returned at tender submission stage:

  1. Form of Tender and Tenderer's submission including Schedule A & B
  2. Suitability Assessment Questionnaire QC2  Part 2
  3. Appendices A; B1 & B3. 
  4. Evidence of turnover
  5. Any supporting documentation.

The Commissioners are not bound by this invitation to accept the lowest, or any, tender submitted to them.
