The Climate Change Advisory Council and its Secretariat wishes to establish a single party framework agreement for the provision of modelling support for analysis of the gap between the emissions reduction requirements set out across the energy sector within the first and second carbon budgets and the measures currently identified in the National Climate Action Plan 2023 (and future iterations of the plan) to achieve these reductions in each sector. This support is required to assist with analytical input to the Council’s Annual Review process. The Annual Review is prepared under the Climate Action and Low Carbon Development Act (as amended) and is required to include ‘such recommendations, as the Advisory Council considers necessary or appropriate, in relation to sector specific actions to be included under section 4(2)(b)(ii) to address any failure, or projected failure, to comply with a sectoral emissions ceiling’. It is intended that this framework will support this work, with the following general services to be provided by the successful tenderer; • Modelling to identify options for decarbonisation in specific sectors. • Development of insights to address barriers to decarbonisation. • Development of quantitative inputs to the Annual Review process.
