On behalf of The Employer, we cordially invite you to tender for construction works for the above-titled Temporary Accommodation project, as detailed below.

Tender submissions must be returned via the e-Tenders Portal only not later than the latest time and date stated above. 

This notification to candidates is being issued by e-Tenders portal and shall be deemed to have been received

unless the intended recipient can provide evidence of non-delivery.

The non-receipt of such communications shall not invalidate the tender process or award for this project.

Tender submissions must be received by e-Tenders portal only, with the onus resting with the Tendering party to ensure receipt of the submission before the latest time and date for receipt of tenders. Email and Fax submissions are not permitted.  Tenders sent to any other address will be deemed to be invalid tenders. Unsigned or incorrectly signed Forms of Tender will likewise be deemed to be invalid tenders.

Tenders must be in the format prescribed in the Instruction to Tenderers.

Queries:

This Request for Tender contains all the background information that will be made available to candidates for this submission, and no additional information will be provided.

Any requests relating to purely factual or procedural matters must be made on the e-Tenders Portal only.

Where such requests for information (in relation to purely factual or procedural matters) require an amendment to the information provided in the Tender Documents, that information will be made available to all candidates who have obtained a copy of this document.

All queries must be submitted as soon as possible and, in any event, not later than 5 working days before latest time for receipt of Tender although the Employer may at its discretion respond to queries raised after that date.  If the Employer responds to a query, it will send the response to each Tenderer, unless the Tenderer asking the query has clearly designated the query as confidential and the Employer agrees that it should be treated as confidential.

Site Visit Details:

The site at Churchtown National School, Mallow must be inspected prior to tendering to fully understand the extent of the work required. Tenderers may visit the site by prior arrangement with the School Principal. Arrangements to inspect the location of the works can be made by contacting the following:

Important Notice:

  • Please be advised that the 1. No Temporary Accommodation Unit Project may not be undertaken at this time and may be completed subject to approval and coordination with the School Board of Management.
  • Tenderers are required to read the DoES Contractor Suitability Declaration for Small Works carefully and to make sure that they meet the minimum standards stated therein. Tenderers who do not meet those requirements should not submit a tender as they will be excluded at award stage.
  • All Tenders are liable for their own costs of tendering.
  • The Contract will be awarded on the basis of lowest price
  • There is no Contractor or Employer named Specialists. All sub-contractors are domestic.
  • The successful applicant will be appointed Works Contractor & Project Supervisor for the Construction Stage (PSCS) on the project in accordance with the Safety, Health and Welfare at Work (Construction) Regulations.
  • The Project Categorisation for assessment of Health & Safety Competence as Works Contractor and PSCS is Type 1: a project that is €500,000 or less in value.
  • It is a condition precedent to the award of the Contract that the successful Tender will provide the following:
  1. A current Tax Clearance Certificate or in the case of a non-resident Contractor a statement of suitability on tax grounds from the Revenue Commissioners of Ireland.
  2. Evidence demonstrating compliance in accordance with the registered employment agreement (Construction Industry Pensions Assurance and Sick Pay).
  • The Department of Education & Skills is subject to the requirements of the Freedom of Information Act, 2014. If a candidate considers that any of the information supplied in response to this notice is either commercially sensitive or confidential, this should be highlighted and the reasons for its sensitivity provided. The relevant material will, in response to a request under the Act, be examined in the light of exemptions provided for in the Act.
