DCU-22012-S - Facilities Management Consultancy Services

Whist DCU will be guided by the expertise of the appointed consultancy firm DCU envisages, as a non-exhaustive list, the general construct of consultant activities as follows: Provide an expert Facilities Management (FM) consultancy service relating to the delivery of a publicly tendered, multi-year, bundled hard services FM contract • Provide a Project Implementation / Management Plan for the delivery of this and the subsequent project stages • Engage with all relevant stakeholders to clearly ascertain the needs of DCU, its customers and the market capabilities to inform the development of the most appropriate hard services operational model that will deliver operational excellence, value for money and fundamentally continued statutory compliance for DCU. The model should incorporate sufficiently the requirements for an asset management style contract to compliment the traditional concept of planned preventative and reactive maintenance service contract. Additionally, the model will be developed to account for a mechanism to include Asset Replacement Project Works within the contractual arrangement by the FM service provider. • Consider collaboration and business specific risk profiling in the construct of the proposed model • Complete a gap analysis on DCU’s existing contractual model as it relates to user perception and commercial implications, contrasting DCU’s future needs with current capabilities both from a personnel, financial and technological perspective • Provide insight on the suitability of the internal structure and the technologies required to manage the FM service contract modelled • Compile a Stage Report and update the Project Implementation / Management Plan which will require approval before progression to next stage
