Public Service Data Catalogue Software Solution and related Services

The Office of the Government Chief Information Officer (OGCIO), Department of Public Expenditure and Reform (Department) invites Tenderers for the provision of a Public Service wide Data Catalogue solution. The Public Service Data Catalogue will store and display metadata about key data holdings for the Irish Public Service, increasing transparency around the data held by the Public Sector, and improving data awareness among public bodies. This metadata will relate to data holdings inclusive of personal, and non-personal data critical for business decisions. The Public Service Data Catalogue will be single portal which will support both a main catalogue and the creation of customisable sub-catalogues, underneath the structure of the main catalogue, as public bodies require. Each of these will be self-contained with their own homepage, and administration section for use by public service body administrators. The Public Service Data Catalogue will support multiple views with the functionality to set the visibility of datasets held within it. There will be a view for the general public and one for public service bodies users. User permissions will also be used to manage multiple tiers of users including the general public, public bodies users, public bodies administrators and OGCIO administrators. The successful Tenderer is required to provide a Public Service Data Catalogue software solution including the provision of technical and operational support over the lifetime of the contract. In addition, following the implementation of the solution, resources may be required to assist with the rollout and service adoption of the solution among Public Bodies. The Department are seeking a technical and operational partner to deliver a Public Service Data Catalogue solution that meets the detailed requirements set out in the attached RFT
