Kilkenny LEADER Partnership (KLP) issues this ‘request for tender’ (RFT) to interested and suitably qualified parties to assist and other stakeholders to establish the concept of the Waterways College: a training entity focused on the diverse skill sets that our waterways (e.g. rivers, canals, wetlands, seas) demand and inspire. 

The concept is to provide a base from which these diverse courses under the one brand aegis and in a central location linked by their collective centrality to the importance of waterways and the people that operate in and around them to the quality of life of all citizens and of waterside communities in particular.  The course may be ‘off the shelf’ programmes devised, run and certified by other bodies- ETB’s, further or higher education colleges, professional bodies, etc- or be bespoke programmes provided by the Waterways College partners.

The Waterways College will be based in the Outdoor Hub building in Graiguenamanagh, County Kilkenny.  The concept is being developed in partnership with the Lagan Trust base din Lisburn, Northern Ireland.  The inspiration for the Waterways College is the Canal College developed by Scottish Canals and based in Falkirk in central Scotland.

The Canal College is focused on social inclusion and on personal development- particularly for young people and long unemployed people.  KLP proposes to build on the Scottish model to add a range of courses linked to the waterways and outdoors that extend the ‘curriculum’ offer to include a wider range of further and higher education courses/ programmes.  These will potentially offer certification to vocational and/ academic and progression routes or employment end goals. 

The Waterways College will also offer or host social and personal development programmes for individuals and groups- and community-based courses or programmes in waterway focused issues of interest to community and voluntary and non- governmental bodies.

The RFT seeks supports in five separate but related lots:

  • ·         Branding
  • ·         Marketing
  • ·         Curriculum Development Integration & Certification
  • ·         Pilot Courses
  • ·         Capital items

The RFT outlines the requirements of tendering parties.  Such parties may bid for one or several lots.  Some supporting documents are included with the RFT post.  Questions on clarification are permitted through the etenders system.   The deadlines for application, etc. are as referenced on etenders.
