Teender 46/2019 - Building Positive Relations - ETHNIC MINORITY CULTURAL AND INTEGRATION PROGRAMME

The Council is seeking to appoint a competent supplier to design, develop and deliver a comprehensive ethnic minority integration programme across the Newry, Mourne and Down District Council area. The programme will comprise two inter-linked elements: • integration projects; • and cross-border intercultural events. The overall aim of the programme is as follows: • promotion of minority ethnic cultures to address existing myths, stereotypes and negative attitudes; • facilitation of meaningful engagement between BME and indigenous communities; • building the capacity of BME communities; • enhancing cultural understanding between communities. BME communities may for example include settled immigrant communities, refugees, asylum seekers and migrant workers. Please note that this tender does not include the Irish Travelling Community. A separate programme will address the needs of Irish Travellers. The successful supplier will be required to: • Recruit participants to the programme both from minority ethnic (BME) and indigenous communities. • Design and deliver 10 integration projects integrating groups from the two dominant indigenous communities (CRN and PUL) with BME communities with min. 12 participants each. The projects will include orientation programmes and befriending projects involving BME and indigenous communities. Orientation programmes will provide BME communities with a sound knowledge of their new country and will include an overview of main public services (education, health and social care, welfare system, housing), rights & entitlements, Northern Irish culture, customs, traditions and laws. Participants will discuss the social environment and opportunities for involvement in local community/voluntary groups. The workshops and learning programme will be enhanced by visits to the local library, health centre, Jobs & Benefits office, Housing Executive, Ethnic Minority Support Centre, local council and community groups.
