19 - Kil - 01 - Killaloe-Ballina Town Enhancement and Mobility Plan

Clare County Council and Tipperary County Council invites tenders from economic operators for the provision of the services as described in Appendix 1 to this RFT. In summary, the Services comprise: Request for Tenders for a Design Consultant to prepare a non-statutory Killaloe - Ballina Town Enhancement and Mobility Plan which will assist in the coordinated enhancement of the public realm of Killaloe and Ballina as linked settlements. The Design Team, which will comprise a multi-disciplinary team, led by an Urban design Consultant will provide all necessary consultancy design services such as Transport Modelling and Planning, Urban Design, Architecture, Landscape Architecture, Architectural Conservation, Ecology, Tourism Development or any other consultancy services necessary for the performance of the services described in these tender documents. The Killaloe - Ballina Town Enhancement, Tourism & Mobility Plan will facilitate a coordinated approach to public realm enhancements within Killaloe and Ballina which will reflect their linked status, providing a clear vision for Killaloe and Ballina as linked settlements. This will be identified through specific measures, designs and schemes which will promote their complementarity, and create an overall perception of them being as one town in terms of their functionality and aesthetics. The Plan should focus on the time period post bypass however elements should be able to be implemented during the construction and existing road /transport regime. The enhancement of Killaloe and Ballina will respect the distinctive historic character of both heritage towns and be cognisant of the designation of the town centre of Killaloe as an Architectural Conservation Area, while also capturing the individuality of each town.
