Dear Sir/Madam,

 

 

Tenders are invited in two fixed price lump sums for the above project comprising the following: the proposed construction of a stand-alone school extension and associated works at St. Mary's National School, Ballygarrett, Co. Wexford, including (Works consist of 1 Classroom with associated toilets, 1 Store Room, circulation space and site works)

 

Tenders are to be returned in hardcopy form to the offices of D O' Sullivan Consulting Engineers before Friday 2nd August 2019 at 1:00pm.

Important Notice:

 

Tenderers are required to read the DoES Suitability Declaration for Small Works carefully and to make sure that they meet the minimum standards stated therein. Tenderers who do not meet those requirements should not submit a tender as they will be excluded at award stage. All Tenderers are liable for their own costs of tendering.

Tenderers should note also:

 

A) Project Supervisor for Design Stage (PSDP)

 

                A.1) Appointment

 

The Client has appointed Diarmaid O' Sullivan as Project Supervisor for Design Stage of the Project ( Article 4 of the Regulations)

 

                A.2) Preliminary Health & Safety Plan

 

In accordance with Article 4(1)b of the Regulations, a health and safety plan in a preliminary form as defined in the regulations, has been prepared for the purpose of providing information to the Project Supervisor for Construction Stage. A copy of the said Plan is attached.

 

B) Project Supervisor for construction stage (PSCS)

 

The Client intends that the firm appointed as main contractor for the construction works shall undertake the duties of Project Supervisor for Construction Stage of the project as set out in Article 6 of the Regulations. The appointment of the Contractor as Project Supervisor for Construction Stage is separate to and independent of the contract for the construction works.

 

C) Tenderers

 

The tenderer is required to examine and familiarise his/her self with the site and the information supplied regarding the nature and extent of the proposed works, so as to be satisfied as to what is required to be done to fulfill the duties of the PSCS and also what measures are required to be taken to meet the requirements of both the contract and also the regulations in the execution of the works. All costs arising in respect of these matters are to be included in the tender figure. The client will not be liable for any such costs which are reasonably foreseeable and which are not so included.

 

It should be noted that where the contractor or any sub-contractor carries out any design (as defined in the regulation) the duties set out in article 5 apply.

 

D) Program

 

Tenderers should note that there is the completion date shall be confirmed prior to awarding of tender*.

 

*Observations in relation to the program of works and the above dates for start and completion should be made at time of tendering. Any over-run of the intended and agreed date for completion shall result in an imposed loss to the contractor.

 

E) Submission of Tender

 

Tenders are to be returned in hardcopy form to the offices of D O' Sullivan Consulting Engineers before Friday 2nd August 2019 at 1:00pm.

 

Please note it is the responsibility of the tenderers to ensure that the tenders are submitted online prior to the deadline.

 

F) Site Visit

 

                Tenderers are highly advised to visit the site, in particular, attention is required regarding access, condition of existing tarmacadam and concrete surfaces, location of existing metal shed, fall to site, existing drainage to an existing septic tank/wastewater system to the rear of the site, existing water supply, electrical supply and heating system location / distance away from proposed extension.

 

The school may be contacted directly to arrange access for site visit.

 

G) Additional

 

The tenderers are required to provide a lump sum fixed-price tender submission in accordance with the current PW-CF6 - Public Works Short Form of Contract issued by the Department of Public Expenditure & Reform.

 

All queries or enquiries relating to the tender documents must be made via the E-tenders Procurement System to the Employer’s Representative by a minimum of one week before the tender return date. Any queries received after this date will not be responded to.

 

Tenderers will be assessed on the award criteria of the lowest tender submission that adequately and comprehensively meets all the required criteria after the tender evaluation and/or pre-validation process.

 

The successful Contractor will be required to provide full information on their submission and to review, clarify and raise schedules of any considered outstanding information. On acceptance of the tender they will be deemed to have signed off on the Employer’s Design Teams Works Requirements drawings and specification documents, etc. Any additional information or arrangements as part of the formal pre-contract process and will be implicitly deemed thereby to have confirmed their agreement to the full adequacy of the tender design and contract information to complete the Works in accordance with the contractual provisions prior to entering onto and taking possession of the site.

 

 

The Contractor is strongly recommended to visit the site to view the existing site, site access, restrictions, services and the existing school building

  

  • The Contractor will not have unimpeded and exclusive access to and usage of the existing Primary National School building nor it’s school grounds facility. It should be noted that special care and attention is required in relation to non-interference with the existing National School building and the surrounding residential estate as well as all other nearby buildings. Particularly area must be taken to avoiding noise, dust or other disruptive operations, and ceasing them entirely without incurring additional costs to the contract sum, when requested to do so by the School Principal, Employer’s Representative, Assigned Certifier, Design Team and/or occupiers of adjacent buildings. Access and egress from the school  is to be maintained at all times

  • The Contractor is advised to make all local enquiries, inspections and investigations – particularly with the School Authorities and their maintenance personnel as well as utility providers such as Wicklow County Council, ESB, Eircom, Bord Gais and other public utility providers.

  • Please note that this is a fully occupied and constantly used Primary School and all the particular requirements and consequences as a result thereof must be taken into account in the pricing of this project.

     

    The Contractor will be required to comply fully with all the requirements of the statutory Building Regulations requirements including particularly that of the Building Control (Amendment) Regulations, 2014, operative 01 March 2014; SI No. 9 of 2014, with respect to all its registration, inspections, certifications and satisfactory safeguard arrangements, etc. This includes providing information, undertakings and certificates of compliance on completion and all other requirements of the preliminary Inspection Plan and Assigned Certifier.

     

    The successful Contractor will be deemed to have thereby accepted appointment as the “Builder” and agrees to perform the duties of the “Builder” (as defined in the Code of Practice) pursuant to the Building Control (Amendment) Regulations 2014, including performing the role of the Builder as set out in the Code of Practice. References to “Code of Practice” means the code of practice referred to in Section 20G of the Building Regulations.

     

    The successful contractor accepts responsibility that it will continue to be a competent person to carry out it’s duties under this Agreement and the Building Regulations and has allocated and will allocate sufficient resources to enable itself to comply with the requirements for the Building Regulations.

     

 

The successful contractor undertakes to comply with the Preliminary Inspection Plan and/or any subsequent amendments and to provide to the Assigned Certifier such Ancillary Certificates (from it and it’s Sub-Contractors and other documents can be submitted by the Assigned Certifier for registration under the Building Regulations no later than the date of Substantial Completion.

 

The successful tenderer will be required to immediately on possession of the site to erect an NDP approved steel site sign indicating the name and particulars of the project and names of the Employer, Architect/Employer’s Representative, Design Team and Contractor, etc., and this will be confirmed to him at the pre-contract meeting, as required.

 

Please check that you have received all of the relevant documents and that all contents and pages, etc., are present. When the tender is completed please check that all calculations and transfers are in order and have been brought to the correct Collection and Summary pages. No subsequent claim or Employer/Design Team responsibility howsoever caused will arise from a failure to do so.

 

 

 

 

CLARIFICATIONS (23/7/19): 

 

1. Can you ignore item 13 on the schedule. 12.5mm standard plasterboard skimmed ceilings are to be used throughout.

 

2. On item 20 of the schedule the painting and decorating specified is only required for the new building being constructed. No painting or decorating works are required for existing rooms in the school.

 

3. The fire alarm layout is to be an L3 system in accordance with IS 3218:2013. The fire alarm is to be linked to the existing fire alarm system in the school.

 

4. The indoor air to water heat pump unit is to be located in a new hot-press see revised drawing. The external unit is to be located on the North Elevation of the school behind the WC's. Note a protective cage is required around the external heat pump unit.

 

5. The completion timeframe of 31 days is a typo, please ignore.

 

6. A bond is not required.

 

7. Only the trees on the school side of the wire fence are to be removed.

 

8. Please note that the electrical supply to the stand alone extension should be supplied underground in suitable ducting rather than over head.
