2019-I-HRB-AAF - Calculation of Alcohol Attributable Fractions for the Republic of Ireland of behalf of the Health Research Board

The Health Research Board’s mission is to improve people’s health, patient care and health service delivery by: • Leading and supporting excellent research by outstanding people within a coherent health research system; and • Generating knowledge and promoting its application in policy and practice. The HRB is The Health Research Board is a research organisation. One of its areas of expertise is alcohol and other drugs and it holds two national information systems on the topic; the National Drug Related Deaths Index and the National Drug Treatment Reporting System. It also holds the National Drugs Library, which is an information resource that supports researchers, policy makers, educators and practitioners working to develop the knowledge base around drug, alcohol and tobacco use in Ireland. In addition, it has commissioned national surveys on alcohol use. In 2012 it commissioned a survey on public knowledge, attitudes and behaviours around alcohol and in 2013 it commissioned a national drinking survey of over 5,991 adults in Ireland, which was published in 2014. To accurately estimate alcohol-related hospitalisations, up to date alcohol attributable fractions (AAFs) for each of the partially attributable alcohol conditions need to be calculated. AAFs refer to the proportion of cases recorded in the population with a particular condition that is estimated to be caused by alcohol. For example, the AAF for female breast cancer is the risk of breast cancer in the total female population minus the risk of breast cancer in women who have never drank alcohol, divided by the breast cancer risk for the total female population. The HRB will apply the updated AAFs to hospital discharge data from the Hospital Inpatient Inquiry Scheme (HIPE) to estimate the number of alcohol-related hospitalisations in Ireland from 2012-2017. This data will provide and up to date and comprehensive estimate of the extent of alcohol-related health harms in Ireland.
