Invitation to Tender                                                                                      21st December 2018

 

Re: Tender to demolish existing manufacturing workshop & erect new split-level style manufacturing workshop, to include reception & office accommodation at upper level and manufacturing & staff facilities at lower level. Alterations to site layout & connect to proposed upgraded treatment system & percolation area and all ancillary site works at Kilsallagh, Ballinagh, Co. Cavan for Pipearc Ltd.

 

Dear Tenderer,

 

You are invited to submit a competitive tender for the construction of the above development. The project requirements shall be in accordance with documentation provided. Please cross check the items enclosed and the list below. All of the following documents shall be deemed received by you unless we are formally notified that this is not the case. Awarding criteria will be by lowest price only.

 

  1. Architect's Specification
  2. Architect’s Drawings.
  3. Instruction to Tenderers.
  4. Asbestos Method Statement.
  5. Form of Tender & Schedule.
  6. Short Public Works Contract.
  7. Declaration of Suitability.
  8. Preliminary Health & Safety Plan.
  9. Environmental Report.
  10. Copy of Planning Permission.
  11. Engineer’s Drawings.

 

The Tenderers must return tenders to the offices of Michael Fitzpatrick Architects, Main Street, Butlersbridge, Co. Cavan not later than 12noon Monday 21st January 2019.

 

Contractors are advised to visit the site to familiarise themselves with the site conditions and any restrictions on access, movement or space for compounds that may be present. Tenderers will be permitted to visit the site.

 

Contractors must return a completed Declaration of Suitability for Contractors for Works (Open Procedure), as published by the Rural Development Programme Ireland LEADER 2014-2020, with the tender.

 

It is anticipated the tenderer will commence works in February 2019 and as such, the Declaration must have attached the following supporting information and clearly marked the information required. This includes but is not limited to the following:

 

1.  Evidence of Turnover (approx. 1.5 times budget estimate).

2.  Current Public (€6.5m) and Employers Liability Insurance (€13m).

3.  Current tax clearance certificate.

4.  Education and Professional Qualifications (Management).

5.  Education and Professional Qualifications (Personal).

6.  Details of 3 no. relevant projects within the last 7 years.

 

These are pass/fail criteria.

 

In addition, the contractor must demonstrate Health and Safety competence as a contractor and as a PSCS.

 

The Declaration and supporting information must be returned in a separate envelope clearly marked “SAQ – Pipearc Ltd”. In a separate envelope clearly marked “Tender – Pipearc Ltd provide completed Form of Tender and Schedule as well as completed pricing document. Having marked all applicants and listed them in order of merit, a short-list will be drawn up and only those applicants that qualify will have their tender opened.
