Newry, Mourne and Down District Council have secured £4.2m EU funding for the PEACE IV Local Authority Action Plan - Beyond Tolerance. As part of their responsibility under the “Beyond Tolerance” action plan, the Council is seeking to appoint a competent supplier to deliver free play schemes as part of the “Youth Engagement Programme” under the “Children and Young People” theme. Overview of Free Play Projects Newry, Mourne and Down District Council recognise the right for children and young people to play as outlined in Article 31 of the UN Convention on the Rights of the Child, and therefore recognise their obligation to protect and fulfil the child’s right to play freely in our public open spaces. The purpose of these free play scheme initiatives is to provide new engagement opportunities for children from different communities to develop a greater understanding and respect for diversity whilst also promoting and supporting outdoor play for children and young people allowing them to use open spaces to fulfil their basic childhood needs – jumping, running, climbing, yelling and generally making a mess, thus furthering their personal development. We will require a consultant/supplier to be responsible for: The development and delivery of fifteen free play schemes for children of primary school age (4-12 years old) within the Newry, Mourne and Down District Council Area during Autumn Mid-Term/Halloween 2018, Summer 2019 and Summer 2020; 5 schemes should be ran per year. Newry, Mourne and Down District Council will provide suitable facilities for these schemes free of charge. The five facilities in which the sessions should take place are: - Newry Leisure Centre - Downpatrick Leisure Centre - Kilkeel Leisure Centre - Balimote Wellbeing Hub - Newcastle Leisure Centre One scheme should be run at each facility each year (2018-2020).
