NRSCS 17.04.18 - The provision of an evidence synthesis service to support the National Review of Specialist Cardiac Services in Ireland.

This public procurement competition relates to the provision of an evidence synthesis service to support the National Review of Specialist Cardiac Services in Ireland. This will take the form of evidence synthesies, such as systematic, non-systematic and/or rapid reviews of clinical and cost-effectiveness literature, to support the decision-making of the review. The individual questions for synthesis have yet to be decided by the Steering Group but it is anticipated that they will emerge from the following broad topic areas: Acute Coronary Syndrome; Heart Failure; Cardiac Arrhythmias; and, Supplementary miscellanea within the scope of the National Review. The team is expected to provide for each topic area a synthesis of the clinical and cost-effectiveness evidence for optimum service design for adult specialist cardiac services within a national context. The team should focus on the following areas within the evidence synthesis to ensure patient safety and achieve maximum patient outcomes: configuration of infrastructure; multidisciplinary team; best practice criteria to inform clinical guidelines/standards; and, clinical activity volumes. Work will be scheduled according to an agreed workplan but a minimum capacity to work concurrently on questions is required. Timelines for start-up and delivery of synthesis of individual questions may be staggered but it is expected that a final report containing all synthesies will be the ultimate output. The aim of the National Review is to achieve optimal patient outcomes at population level with particular emphasis on the safety, quality and sustainability of the services that patients receive by establishing the need for and optimal service configuration of a national adult cardiac service consisting of regional cardiac networks and network hospitals that are designated as general or comprehensive cardiac centres based on the clinical needs of the population.
