Service Performance Standard - Development of a Service Performance Standard and Assessment Framework for Approved Housing Bodies

The service required is the development of a Service Performance Standard and Assessment Framework. It is expected that this will include the delivery of a Service Performance Standard and guidance documentation, an assessment framework and a detailed approach to assessing the Service Performance of Approved Housing Bodies in Ireland. The intention is that the developed framework will be included as a core part of the Regulatory Framework which the Regulation Office is responsible for developing. The Service Performance Standard and Assessment Framework should allow the sector to know how their information and Service Performance will be assessed and measured. The Service Performance Standard and Assessment Framework should to take account of the size and capacity of the sector in Ireland and should include the following: a. A Service Performance Standard for the AHB Sector, which is proportionate and risk-based. The Standard should include, but not be limited to, sinking funds, stock condition surveys, asset management strategies, asset registers, tenant service policies, rent records, communication with tenants, void management, rent payments and arrears, repairs, management and maintenance costs, internal controls, performance management indicators, financial asset management, planning and oversight and value for money in all expenditure. b. A guidance document, for each of the 3 Tiers, to accompany the Service Performance Standard, this should include any appendices and checklists. c. A detailed methodology and assessment framework for conducting reviews and measuring performance of Key Service Performance areas on an Annual basis. This should include, but not be limited to : i Identification of the key information to be sought from AHBs ii An assessment evaluation template iii Compliance and performance indicators iv Factors to be taken into consideration v Results framework and scoring mechanism vi In depth on-site assessment framework The methodology should ensure that a de
