Linked Open Data - Publishing - The CSO is seeking to procure the following: a service to Publish and Link Statistical Data on the Semantic Web

CSO is seeking a service to publish, link, use, analyse and visualise linked open data locally, nationally and internationally that: • Allows National Statistics Offices (NSOs) to publish and link statistical data, initially in four pilot NSOs across four specific domains on a centralised linked data service/platform but with the capacity of being expanding across the European Statiscal System (ESS) • Publish the data and metadata initially for the four specific domains, publishing concepts and classifications as linked open data, enabling cross-domain integration and linking data to the Linked Open Data Cloud as 5 star linked open data following linked open data international standards and generating a catalogue of semantic resources, linked statistical datasets and the triple store population • Allows NSOs and their customers to discover, analyse and visualise linked open data • Allows machine to machine access to LOD • Develops a suite of sample query templates to assist customers in formulating their own queries • Develops software deliverables: web clients, web services, SPARQL queries and query templates • Uses internationally recognised linked open data and semantic web W3C standards • Uses proven linked open data open source tools, best practice, processes and techniques to enable NSO staff to host, store, publish, analyse, visualise and link statistical data locally, nationally and internationally • Provides a scalable service that can be expanded to provide the same service for other NSOs in the ESS • Documents the service tools and processes that have been developed, including producing a how to user manual for publishers, linkers and users of linked open statistical data • Documents an assessment of the developed LOD service from a customer perspective • Documents recommendations on horizontal topics linking open statistical data across the ESS in particular but not exclusively synergies between LOD and SDMX and LOD and ESS standards (e.g GSBPM
