Description of the Project
The project comprises the provision of a new 16 Classroom Primary School for Bunscoil Cholaiste Mhuire (Rn 19926M) at Dominick Street Lower, Dublin 1, the site measures 0.185 Ha / 0.457 Acres (excluding right of way) and is bounded by Dominick Street Lower to the front, Dominick Place to the rear, no 20 Dominick Street to the north (a Protected Structure).
The project has been designed up to Stage 2a as 8 classroom primary school with an indication only of the extension to a 16 classroom school. However, the services of this Design Team have been terminated by mutual agreement. As such the newly appointed Design Team will be required to fully complete a Stage 2a Report for the entire 16 classroom school. Therefore, their appointment is from commencement of Stage 2a.
The Client for this project is the Department of Education & Skills
The service is for project stages 2a, 2b, 3, 4 and 5. The Project Type is 2(b)2, and the remaining Stages to be completed, determine the Reference Hours that are assigned to the project. Candidates can view the reference hours for each discipline by opening the Excel Marking Matrix 2015, selecting the appropriate discipline and selecting the Project Type from the drop down menu revealed by clicking on “Complexity Level”. As Stage 1 is already complete on this project reference hours to be selected (by clicking on “New Project”) must show “Stage 1 Complete”.
An additional fee equivalent to 50% of a Stage 1 fee, (calculated using the successful tenderer’s percentage fee converted to a lump sum based on the Notional Capital Value and apportioned to Stage 1 using the table of Stage percentages for all stages in the Form of Tender) will be added to the successful tenderer’s fee to allow for familiarisation and due diligence examination of the Stage 1 submission. This additional fee together with the tendered fee will comprise the overall fee for the project.
The project will be developed in full accordance with the following standards and regulations, current at the time of tendering, which will apply to this project:

(b) The Building Regulations
(c) The Interim NZEB Performance Specification for new buildings owned by and occupied by Public Authorities after 31 December 2018. (Copy attached)
The above description is indicative of the size and nature of the project but the extent of accommodation to be provided may increase or decrease. Additional accommodation may be added to the brief including the provision of an additional school (on the same site or sites) at the discretion of the Contracting Authority.
Any additional accommodation added at the discretion of the Contracting Authority is subject to the restrictions as set out in Article 72 of Directive 2014/24/EU (Regulation 72, European Union (Award of Public Authority Contracts) Regulations 2016).
Scope of Work
Partial Architectural Services in accordance with the Department’s Design Team Procedures, (including DTP Practice Note 1, August 2016) DoES Schedule of Stage Services for Construction Consultants (Revision 4, August 2016)
The Total Performance Period for the performance of the Services is stated in Section 4 of the Instructions to Tenderers document.
The Excel Marking Matrix 2015 is only used for assessment of tenders. For a full explanation of how tenders are assessed using the marking matrix see Explanatory Notes attached to the Form of Tender.
The Scope of Services may be increased or decreased at the discretion of the Contracting Authority and the fee for such increases/ decreases will be determined at the Client’s choice in proportion to the increase/decrease in those Services or by the Scheduled Time Charges for changes as specified in Clause 11 of the Conditions of Engagement.
