17/216 - Independent Audit - Capital Projects and Capital Process Review

As part of its recent findings regarding Project South, the Commission for Regulation of Utilities (CRU) decided that the Contracting Entity would be required to procure the services of an independent auditor to carry out services relating to a number of deliverables required by the CRU. This auditor is to report directly to the CRU. This RFT is for those independent audit services. The successful tenderer will be required to deliver the following: i. Draft a Terms of Reference, to be agreed with the CRU, detailing the audit approach; ii. undertake a review of all the capital projects outlined in the Project South Report and provide a draft and final report on the findings to the CRU; iii. undertake an audit on a range of other capital projects constructed by BGÉ between 2002 and 2007 and provide a draft and final report on the findings to the CRU; iv. review Gas Networks Ireland’s procurement process and procurement documentation pertaining to the capital projects outlined in the Project South report (and/or other capital projects to be agreed with the CRU in advance) and provide a draft and final report on the findings to the CRU. v. conduct a review of whether Ervia/GNI have fully implemented the recommendations contained in the KMPG Report on Project South and the measures set out in the correspondence issued to the CRU from GNI (which will be provided to the successful tenderer).
