KLRP Leachate - Single-Operator Framework Agreement of up to 3 years’ duration for the Haulage of Leachate from Kerdiffstown Landfill

The Contracting Authority requires the removal of liquid material (leachate) from Kerdiffstown Landfill to Osberstown Waste Water Treatment plant. In the event that Osberstown Waste Water Treatment plant is unable to accept leachate due to capacity issues Kildare County Council may require the operator to transport leachate to Ringsend WWTP, Pigeon House Road, Dublin 4 until such time as Osberstown WWTP can accept leachate and normal haulage operations can resume. Whilst Osberstown WWTP is in a rural setting, it is envisaged that when accessing Ringsend WWTP in an urban environment, heavy traffic may be encountered. The current classification for leachate from Kerdiffstown Landfill is 19 07 03 i.e. non-hazardous material as per EPA Waste Classification – List of Wastes, 2015. Analysis results of leachate from Kerdiffstown Landfill are attached for information purposes. The liquid consists of a mix of non hazardous leachate generated from domestic and commercial waste in a lined landfill cell and leachate-contaminated storm-water run-off from a covered portion of waste in that cell. Leachate will be required to be collected during normal operating hours for the facility 07:00-18:00 Monday to Saturday (these may be subject to change), as well as on demand in the event of an emergency. The expected volume of non-hazardous liquid material to be removed could be in the order of 60,000 to 90,000 litres/day, dependent to some degree on prevailing weather conditions. However, there is no guarantee of the volume of material to be removed and tenderers should have the flexibility to both increase and decrease their capacity within the range of 0 to 90,000 litres/day on a 365 day per year basis. At present leachate is pumped from a Lined Cell area to two stationary storage tanks through a fully automated control system. It takes approximately two hours to fill the storage tanks once emptied. All collections will be on foot of a service request made by the Site Manager. Two types of service request will apply:
