Report on disproportionate barriers affecting Irish emigrants that wish to return to live in Ireland

It is proposed to seek tenders from suitable, experienced service providers to prepare a report examining certain disproportionate administrative procedures (red tape) and other challenges facing Irish citizens returning home having lived abroad and propose solutions to address these. Proposed measures to address such issues of concern will take into account relevant legal frameworks and associated government policies. Where applicable, comparisons with or lessons drawn from other jurisdictions will be outlined. The service delivered under the contract will focus and inform significant improvement in the Government's efforts to ensure that Irish citizens living abroad, who wish to return to Ireland to live, are facilitated in doing so and that their socioeconomic reintegration process is simple as possible. It is intended that the engagement would take place over two to three months once a successful tenderer is chosen.
