2017-04-CorKAgglomNoise - Delivery of Noise Mapping Requirements for Cork Local Authorities under the Environmental Noise Directive (END)

The Environmental Noise Regulations 2006 (S.I No. 140 of 2006) transpose EU Directive 2002/49/EC relating to the assessment and management of environmental noise, more commonly known as END. The Regulations designate the Environmental Protection Agency (EPA) as the National Competent Authority for the purposes of the Regulations. While the EPA is the national competent authority, the Regulations include significant functions for designated noise mapping bodies and action planning authorities. A two-stage approach to the assessment and management of environmental noise is provided for in the Regulations. Firstly, the preparation of strategic noise maps for areas and infrastructure falling within defined criteria, e.g. large agglomerations, major roads, railways and airports. Secondly, based on the results of the mapping process, the Regulations require the preparation of noise action plans for each area concerned. This two-stage process has already been implemented for two rounds of noise mapping. The Round 2 cycle (2009-2013) addressed noise from sources over specified thresholds as follows: • Agglomerations with 100,000 or more inhabitants; • Major Roads which exceed 3 million vehicles per year; • Major Railways with 30,000 or more train passages per year; and, • Major Airports with 50,000 or more movements per year. In relation to major roads i.e., those with an annual threshold in excess of three million vehicle passages per year, Transport Infrastructure Ireland (TII) is responsible for the noise mapping of the national roads, while the Local Authorities are responsible for the mapping of the non-national roads within their functional areas. The Cork Agglomeration lies within area of the two Local Authorities in Cork,- Cork City Council, and Cork County Council These are designated Noise Mapping bodies and Action Planning Authorities under the Environmental Noise Regulations 2006.
