T1604 - Request for Tenders (RFT) for Consultancy Services in Corporate Communications for Skillnets

1. Introduction Skillnets is an enterprise-led support body whose mission is to enhance the skills of people in employment in Irish industry to support competitiveness and employability. Skillnets is funded from the National Training Fund through the Department of Education & Skills and its stakeholders include leading employer and employee representative bodies - IBEC, Chambers Ireland, CIF, SFA, ICTU. Programmes managed by Skillnets include the Skillnets Training Networks Programme, Finuas Networks Programme and ManagementWorks Programme. Objectives of Request for Tender (RFT) The objective of this RFT is to: Appoint a communications consultant to conduct a review of Skillnets corporate communications, public relations and brand awareness activities and to develop a communication strategy and related action plan that assists Skillnets in achieving its overall organisational goals of engaging effectively with relevant stakeholders, demonstrating the impact of its work with enterprise. The recommended strategy should be aligned to Skillnets Statement of Strategy 2016-2019, and scoped to fit the available resources of Skillnets, prioritizing the recommended actions. 3. Specification of Requirements The service provider selected will be responsible for the following: A. Present a communications strategy for Skillnets which is aligned to Skillnets Statement of Strategy 2016-2019, and recommends solutions delivered through a mix of in-house and outsourced provision. The Contractor will initially develop a draft and a final version of a three-year Communications Strategy and related Action Plan. B. Engage with Skillnets to understand: a. the company’s mission and strategic approach b. the business model c. the challenges posed relating to public relations and communications within the multi stakeholder environment d. the needs of the business in relation to effective communication
