RCSI/COSECSA Collaboration - Provide an independent, objective assessment of the performance of the Royal College of Surgeons / College of Surgeons of East, Central and Southern Africa Collaboration Programme

Since 2008, Irish Aid has been supporting a collaboration programme between the Royal College of Surgeons in Ireland (RCSI) and the College of Surgeons of East, Central and Southern Africa (COSECSA). The aim of the collaboration is to widen access to quality assured surgical skills in Sub-Saharan Africa. The main purpose of this evaluation is to provide all stakeholders with an independent, objective assessment of the performance and achievements of the Collaboration Programme over the period covering July 2014 to present, and to provide guidance for its future planning. The primary focus of the evaluation will be to assess project delivery and its relative value, identify important lessons and consider options for the future. The overarching question for the evaluation will thus be “to what extent has the work of the RCSI / COSECSA Collaboration Programme met the objectives of the Partnership Programme and what, if any, lessons can be learned?” The evaluation is expected to get firsthand accounts from a varied selection of stakeholders and beneficiaries and to directly observe developments and changes that appear in programme reports. This assessment will against five criteria developed with reference to the OECD Development Assistance Committee Criteria for Evaluating Development Assistance: Relevance, Effectiveness, Efficiency, Impact and Sustainability. The expected outputs of the assignment are as follows: 1. An inception report (max 4 pages) setting out key issues to be addressed during the second phase of the evaluation. 2. A final evaluation report of no longer than 40 pages including a self-standing executive summary. It is anticipated that the evaluation will take up to a maximum of 30 consultant days with up to 10 days allocated to field work in Africa. The Evaluation is to start in October and must be completed by 15th January 2016.
