Request for Tender: Journey Ambience & Journey Reliability Parameters

To Whom It May Concern,

The Department of Transport, Tourism and Sport’s Economic and Financial Evaluation Unit (EFEU) is seeking tender submissions for the development of parameters that evaluate and quantify, in monetary terms, both journey ambience and journey reliability across all modes of transport in Ireland. The development of such parameters, in conjunction with those already provided in the Department’s Common Appraisal Framework, will improve appraisal of transport related policies, investment and projects.

The EFEU believes that in order for the development and assessment of the two parameter values to be carried out to a satisfactory level, the following objectives must be met:

        I.            A review of ‘best practice’ in terms of the application of comparable parameters must be undertaken to provide an overview of where, and how, similar measures have been applied when assessing transport projects and programmes.

      II.            An assessment of data availability in Ireland for calculating parameter values, with data gaps identified.

    III.            Advise, where appropriate, of research required due to data gaps.

    IV.            A feasibility report to be undertaken to advise whether it is possible to develop the parameter values in accordance with the directions set out by the EFEU.

      V.            Calculation of parameter values for journey ambience and journey reliability for all modes of transport.

The required outputs from the project must include a Project Inception Report, an Interim Report and a Final Report as well as the provision of Technical Notes and Guidance.

The expected term of the project is 6 months with the Inception Report to be provided within two weeks of the contractor being appointed and the Interim Report will be required 2-3 months from the Inception Report.
