The required services are healthcare services. Healthcare services fall under the heading of “social and other services” for procurement law purposes. Healthcare Services are subject only to Regulations 23 and 41 of the EC (Award of Public Authorities’ Contracts) Regulations 2006 (the “Regulations”). The balance of the provisions of the Regulations do not apply to this tender process.
The HSE wishes to identify, procure and implement the provision of 150 – 200 beds in one location on the north side of Dublin to provide a mix of long-stay and short-stay beds for residents with high-end complex care needs. The requirement will be to have a minimum of 150-beds to commence opening on a phased basis from October 2015.
The HSE is seeking a suitable facility and Provider to provide the necessary accommodation and service to provide up to 200-beds on its behalf from one location and site. This residential facility must be fully compliant with HIQA environmental and residential care standards.
There is also a requirement that this facility would provide adequate space to accommodate a Day Hospital for the provision of specialist older person services on the site. The Day Hospital will be operated directly by the HSE and its staff with Geriatrician teams who will provide secondary level health care services to older people to an agreed catchment area. The Day Hospital will work closely with the Acute Hospitals in provision of services.
The service provider will be required to have the expertise and capability to provide the residential care services as detailed in the Specification. It is anticiapted the contract for services will operate for a time period of 5 years and possible extension for a further 5 years.
At least 80% of the beds will be designated for continuing care admissions under the Nursing Home Support Scheme with the remaining 20% of beds (min 30-beds) designated as Short Stay Support beds for patients who may require an additional period of care including assisted therapies post discharge from acute care prior to their discharge to their home setting or moving on to residential care. These support beds will also provide a service for persons whose care needs can be met outside of the acute hospital to prevent acute hospital admission.
The successful organisation must also demonstrate a proven track record in the delivery of residential care to older people.
