The Department of Agriculture, Food and the Marine invites quotations for the supply of one (1) Matrix Assisted Laser Desorption Ionization with Time of Flight mass spectrometer system and associated consumables and aftersales technical service. The supply and commissioning of the equipment together with the provision of training is required within 6 weeks of award of contract.
The Department of Agriculture, Food and the Marine is the contracting authority (“the Contracting Authority”) for this public procurement competition (“the Competition”).
Tenderers must complete the attached Specification Form for the specified equipment. Tenders must be prepared, presented and received under separate documents as provided in the documents attached.
The Requirement specifications for the Goods and Services required are described below in the Specification Forms.
The Goods must meet the technical specification requirements outlined in the Technical Specification Tables below for the equipment.
Tenders must note expressly, clearly identify and demonstrate all particulars, technical merits and innovative features if any, and confirm technical specification requirements to facilitate scoring under paragraph 3.3 Award Criteria of the RFT.
Further to Appendix 6 (Goods and Service Contract) Article 5, the Tenderer should also expressly indicate reasonable estimation of Work Schedule; periods of time between milestones as per Appendix 8, (Form of Tender).
Appendix 2 includes the Pricing Schedule for the tenderer to complete. Compliant tenders will be evaluated first on the Qualification Criteria as outlined in Section 3.2 of the RFT, with qualifying tenders then evaluated on the Award Criteria as stated in Section 3.3 of the RFT.
Pricing Schedules will be evaluated on the basis of the total price exclusive of VAT.
