REF: ME 5374 HAULAGE SERVICES

Iarnród Éireann () has a requirement for transportation and haulage services for abnormal / heavy loads involving the movement of equipment, parts etc. between depots and suppliers in Ireland, UK and mainland Europe. IÉ are therefore seeking applications from suitably qualified and experienced companies to participate in a Pre-qualification process to establish a multi-party Framework Agreement for Haulage Services.

 

Companies accepted onto the Framework will be expected to provide various types of transport vehicles including vehicles with crane / lifting equipment to carry:

  • Rails of various lengths (10, 12, 14, 18, on occasion 20 meters);

  • Pre-assembled track panels (up to 18 meters, over 2.6 meters wide);

  • Timber and concrete sleepers;

  • Porta cabins etc.;

  • Rail vehicle bogies;

  • Mineral Ore / Ballast;

  • Other abnormal loads.

     

    Given the range of locations across the country that the services may be required, the Framework will be divided into three (3) geographical Lots:

     

    Lot 1: Eastern Region

    Lot 2: Southern Region

    Lot 3: Western Region

    All applicants wishing to be considered for inclusion on the Framework Agreement must submit a completed Pre-qualification Questionnaire for EACH LOT they are interested in tendering for, enclosing all necessary supporting documentation. Applicants may apply for one / any / all lots.

     

    The duration of the Framework shall be three (3) years with the option to extend by one (1) year up to a maximum of four (4) years. 

     

    All short-listed Candidates will be invited to participate in a formal tender process prior to the establishment of the Framework Agreement. Full Specification details of the requirements will only be provided at tender stage. Following evaluation of the tender submissions received Companies will be selected for inclusion on the Framework Agreement. It is IE’s intention that mini tenders will be issued to members of the Framework Agreement on a job-by-job basis. Award will be made to the company submitting the most economically advantageous tender.

     

    In order to be considered for inclusion in this Tender competition interested companies are asked firstly to demonstrate their financial and technical capacity by completing the Pre-qualification Questionnaire accompanying this notice. Returned Pre-qualification Questionnaires will be evaluated on the basis of the information provided using the Selection Criteria set out in the PQQ. Failure to achieve the minimum criteria and minimum scores required under the Selection Criteria will result in elimination from inclusion in any subsequent Tender process.

     

    Three (3) bound printed copies along with a soft copy (CD/USB) of your completed Pre-Qualification Questionnaire for each Lot you are interested in tendering for must be returned in a sealed envelope, bearing the appropriate PQQ Return Label accompanying this notice by

     

     

    12:00 hrs on MONDAY 28th OF SEPTEMBER 2015
