The Commission for Energy Regulation (CER) is Ireland’s independent energy and water regulator. The CER was established in 1999 and now has a wide range of economic, customer protection and safety responsibilities in energy. The CER is also the regulator of Ireland’s public water and wastewater system. The CER currently wishes to engage a specialist or expert economic assistance and advice on an on-going basis in relation to energy market and regulation policy. Particular emphasis will be on issues that relate to the CER’s economic decision making in the area of electricity markets, economic analysis of issues relating to the development of the wholesale electricity market, capacity remuneration mechanism and market power including the SEM and I-SEM. Advice will also be required on the economic analysis of market implications of meeting Ireland’s renewable energy targets, interconnection, locational issues and wider European market design including implications for Ireland of market changes in Great Britain, as well as networks regulation issues and retail market competition as required. CER anticipates that the successful tenderer will be required to commence support provision in early September 2015. The initial term is for 24 months with an option to terminate by either party with a 30 day notice period. The Services Agreement will operate on a drawdown basis with a cap of 150 consultancy days over the initial 24 month period. There is also an option for to renew this contract, on an annual basis, for up to a further 24 month period. Should CER renew the contract, there will be a 75 annual cap on consultancy days.
