C15-Design Consultancy Framework - Establishment of a Multiple Operator Framework for Design Consultancy Services for Clare County Council

Clare County Council (the "Authority") now wish to establish Framework Agreements for each of the following Design Consultancy Services; - Lot 1: Architect including PSDP, Conservation and Fire Safety Design Services. - Lot 2: Civil / Structural Engineer. - Lot 3: Mechanical & Electrical Engineer. - Lot 4: Quantity Surveyor. The consultants included on the Frameworks, who will be appointed individually, will be required to provide professional design related services for the Housing Directorate general architectural services programme, maintenance programme and Social Housing Investment Programme. In addition projects relating to the planning, design, construction and maintenance of Local Authority owned buildings and landbanks including libraries, leisure centre maintenance and corporate building design services for which the Authority is responsible may also be included on the Framework ("the Framework Agreement"). Please refer to Project Information Memorandum, section 1.2 for details of the type of projects to be awarded under the Framework Agreement. The establishment of the Framework Agreement will be on the basis of a two stage process whereby the successful candidates from the pre-qualification process for each Lot will be included in a tender competition for an initial 'Call-off Contract' which is yet to be identified and confirmed. The most economically advantageous tender from the tender process, for each Lot, will be awarded the initial 'Call-off Contract'. It is anticipated that the top eight (8) highest scoring Tenderers for each Lot will be appointed to the Framework Agreement provided there are a sufficient number of pre-qualified Tenderers available. Subsequent projects will (subject to department approval) be awarded by mini-competition amongst the tenderers appointed to the Framework Agreement.
