The Provision of Management Consultancy Services to Horse Racing Ireland and Subsidiaries

 

 

Horse Racing Ireland (HRI) was established by the Irish Government under the Horse and Greyhound Racing Act 2001 and the Irish Horseracing Industry Act 1994. It is a commercial semi-state body that is responsible for the administration, promotion and development of Horse Racing in Ireland. HRI subsidiaries include Irish Thoroughbred Marketing Ltd (ITM), Tote Ireland Ltd and HRI Racecourse Division (Leopardstown Racecourse, Fairyhouse Racecourse, Navan Racecourse, Tipperary Racecourse and 1 golf centre). HRI Headquarters are located in Ballymany, Newbridge, Co Kildare.

 

Horse Racing Ireland and Subsidiaries (HRI) require a suitably qualified service provider for the provision of management consultancy services.

 

The range of services includes, but is not limited to the following:

(i)              Taxation Services

(ii)            Accountancy Services

(iii)           ICT Consultancy

(iv)           Corporate Finance Services

(v)            Other Management Services (This does not include Internal Audit Services). 

 

 

Please ensure that you read the instructions below and the issued document carefully. All queries should be emailed to . The deadline for receipt of queries is Monday the 3rd of November and the deadline for receipt of submissions is 12 noon on Monday the 10th of November.

 

-        Without prejudice to the principle of equal treatment, the contracting authority is not obliged to engage in a clarification process in respect of tenders with missing or incomplete information. Therefore, tenderers are advised to ensure that they return FULLY COMPLETED tender submissions in order to avoid the risk of elimination from the competition.

-        Responses should be concise and should address the requirements of the Invitation to Tender Document in the same format and sequence as they appear in the attached document.

-        The Contracting Authority will not be responsible for costs, charges or expenses incurred by candidates or tenderers involved in this contract award process.

-        Contract award may be subject to satisfactory performance at interview and may be subject to approval by competent authorities.

-        Emailed or late submissions will not be accepted.

-        No commitment of any kind, contractual or otherwise shall exist unless and until a formal written contract has been executed by or on behalf of the contracting authority. Any notification of preferred bidder status by the contracting authority shall not give rise to any enforceable rights by the tenderer. The contracting authority may cancel this public procurement process at any time prior to a formal written contract being executed by or on behalf of the contracting authority. The contracting authority does not bind itself to accept the lowest priced or any tender.

-        The supply of services under this notice will be governed by standard Terms and Conditions of Horse Racing Ireland.

-        Horse Racing Ireland is covered by the Freedom of Information Act 1997 as amended.
