The objective of this RFT is to invite proposals from suitably qualified service providers to research the role of the Single Point of Contact (Renewable Energy) as defined by existing and upcoming EU legislation and examine how this role might best add value to the licensing and permitting system and contribute towards the achievement of the overall aim, which is to speed up the deployment of energy from renewable sources. The final deliverable from this service will be a suite of detailed options for the delivery of an enhanced SPC function. Under Statutory Instrument No. 350 of 2022, SEAI has been designated as the Single Point of Contact (SPC) for Renewable Energy in compliance with Article 16 of the 2018 recast Renewable Energy Directive (RED II) (EU) 2018/2001 on the promotion of the use of energy from renewable sources. Given current legislation and the upcoming Renewable Energy Directive III (RED III), SEAI requires the service of a consultant to research and develop options for the future enhancement of the Single Point of Contact (SPC) function over and above an information and guidance service.
