The Health Service Executive seeks to appoint suitably qualified employment agencies to two Panels– Tier 1 and Tier 2 - in order to meet the need for short-term temporary and locum Consultant Doctors and NCHDs in the health sector in Ireland. It is envisaged that the maximum duration of the placements will be six [6] months. These Panels may also be used for short-term and temporary placements of other medical / dental grades.

There is a single Tender Response Document for applications.  All suitably qualified employment agencies will be invited to apply to be awarded to these Panels.  Membership of the Panels will be based on competency, experience and capacity. Applicants must demonstrate experience and expertise of providing services of similar scale, complexity and scope to those required under this Competition. Applicants must provide comprehensive, detailed and convincing assurances that the Tenderer will deliver to the standard required by the HSE.

Tenderers will be ranked and scored according to the Award Criteria stated. The top four [4] ranked tenderers will be deemed Tier 1 Suppliers and all others will be deemed Tier 2 Suppliers. Tenderers who do not achieve the minimum pass mark(s) under any one of the Award Criteria will be eliminated but may re-apply at a future date when the Panel is re-opened.

Tier 1 Suppliers will be expected to fill the majority of the placements available. This will be monitored during the lifetime of the Panels and the HSE reserves the right to cancel the contract with any Supplier due to either underperformance or undermining the workings of the contract. An appeals system will be in place for Suppliers should this need to be activated.

In Rounds 1 and 2 a fixed agency fee will be paid to the agency filling the vacancy and this rate will be calculated upon the agreed basic hourly rate.

 The Fixed Percentage for Tier 1 will be 9.5% [nine point five percent]. 

The Fixed Percentage for Tier 2 will be 8.0% [eight percent]. 

The fixed percentage rates will apply over the lifetime of the Panels.
