Dear Tenderer,
The Office of Government Procurement, on behalf of The Minister for Public Expenditure, National Development Plan Delivery and Reform is seeking submissions for the provision of Freedom of Information Training Services.
In summary, the services comprise of the provision of Freedom of Information Training Services, to be provided nationwide to eligible entities (defined below) in relation to the Freedom of Information Act 2014, and to any bodies that become subject to Freedom of Information legislation, whether under the 2014 Act; upon their creation or by way of any subsequent Statutory Instrument (SI), or amendment to the Freedom of Information Act.
This single supplier framework will be divided into two [2] lots (each a “Lot”) as described below. Each Lot will result in a separate contract (each a “Framework Contract”).
Lot 1:
Category A: Public Access to Information - Support and Administration
Category B: Decision Maker Training
The estimated total value for Lot 1 (ex. VAT) is €1,64M
Lot 2:
Expert Level Training
The estimated total value for Lot 2 (ex. VAT) is €360K
The overall estimated total expenditure (ex. VAT) is €2M.
a) Tenderers may apply for one or both Lots.
(i) However, in the event where only one [1] compliant Tender has been received for Lots 1 & 2, each from the same Tenderer, the Contracting Authority reserves the right to award both Lots to the Tenderer who provided the single compliant Tender for each Lot.
This public procurement competition (the “Competition”) concerns social and other specific services and will be conducted in accordance with Regulations 74-77 of the European Union (Award of Public Authority Contracts) Regulations 2016 (Statutory Instrument 284 of 2016) (the “Regulations”). Any Framework Contract that may result from this Competition will be issued for a term of two [2] years (“the Term”).
Tenders must be received not later than 12:00 Noon Local Time Friday, 28 April 2023 (the “Tender Deadline”). Tenders that are received late WILL NOT be considered in this Competition. All queries relating to any aspect of this Competition or of this RFT must be directed to the messaging facility on www.etenders.gov.ie. Queries will be accepted no later than 12:00 Noon Local Time Friday, 14 April 2023 unless otherwise published by the Contracting
Authority. For the avoidance of doubt, Tenderers may not contact potential Framework Clients regarding any aspect of this Competition.
